All province and territory has their own PNP program, and the candidates applying to these programs must have a genuine intention to live in the province or territory they are applying for. After applicant is nominated by a province or territory, he or she will be issued a nomination certificate that they should submitted with their application to Immigration Refugee and Citizenship Canada (IRCC) for their Canadian permanent resident visa.

In some cases employers put their cases with provincial authorities based upon their own need for Certificate or Letter of nomination by name which can be used to apply for permanent specific class of workers with some skills relevant to their business. Authorities then issue residency under specific Provincial Nominee Program.
